Chairman Dean Salmon call the meeting to order at 4:02 PM

Minutes:

Treasurers report:
Motion (11-08-17c)  Moved by Ted Haugen, seconded by Larry Lanoue to pay the invoice of $4761.10 to Hawkins Inc. for approximately 6 weeks of chemicals.  Motion carried unanimously.

Motion (11-08-17d)  Moved by  Larry Lanoue, seconded by Ted Haugen to approve the invoice of $6942.82 to Bolton/ Mink for final assessment work with phase 1.  Motion carried unanimously.

Motion (11-08-17e)  Moved by Tom Gervais, seconded by Ted Haugen to pay the invoice of $13,810.40 to Bolton/ Mink for work on phase 2.  Motion carried unanimously.

Motion (11-08-17f)  Moved by Tom  Gervais, seconded by Larry Lanoue to pay the invoice of $299 to Dan McDonald for legal work.  Motion carried unanimously.

Motion (11-08-17g)  Moved by Larry Lanoue, seconded by Ted Haugen to  pay the invoice of $4156 for phase 1 work to Pettipiece and Assoc. Motion carried unanimously.

Motion (11-08-17h)  Moved by Larry Lanoue, seconded by Ted Haugen to pay the invoice of $3673.10 to Pettipiece and Assoc. Motion carried unanimously.

Motion (11-08-17i)  Moved by Ted Haugen, seconded by Tom Gervais to pay the invoice of $3250 to Brown Exc. For installation of insulation kits for grinder stations.  Motion carried unanimously.

Motion (11-08-17j)  Moved by Ted Haugen, seconded by Larry Lanoue to pay the invoice of $6906 to Brown Exc. For monthly contract.  Motion carried unanimously.

Motion (11-08-17k)  Moved by Ted Haugen, seconded by Tom Gervais to pay the invoice of $26,451.25 to Brown excavating for installations of 3 units to be assessed and/ or paid for in the case of the county.  Motion carried unanimously.

Motion (11-08-17l)  Moved  by Ted Haugen, seconded by Tom Gervais to pay the invoice of $6106 to Brown Exc. for the buildings for the lift stations.  Motion carried unanimously.

Financial report—an update was provided and discussed on the status of income and billings.

Motion (11-08-17m)  Moved by Tom Gervais, seconded by Larry Lanoue to approve the list of delinquent bills and direct a letter of reminder be send to those individuals.  Motion carried unanimously.

Engineers report:
Phase 1 and 2 construction is complete, a final check list will be coming.

A construction manual was shared to cover future additions to the system.

A decision will be made at the December meeting in regard to the purchase of 25 additional grinders.  Cost would be $87,337 for the grinders and $4443.10 for the meters.

Conversation on a meeting the previous Monday with Jeff Barstad was put on hold because letters had been received from an attorney.

Jon Hoyme left the meeting at 5:15.

Overview of Barstad meeting results.  Litigation taking place, should not discuss information.

Conditional use hearing results.  The three lift stations were discussed at a conditional use hearing on November 13th, meeting has been continued for January 15, 2008.  The Planning & Zoning Board was wondering if they could approve a portion of the project.  It was stated that if Lift Station #3 was adjusted, we would have a budgeted amount for the adjusting of the other two.  Plans could possibly be worked out to appease the surrounding landowners.  Lake Sarah Township Board agrees to #3 moving above ground equipment and leave the 2 tanks, electrical box, and do the grading for the ditch.  Need to schedule lift station information on next agenda.

Construction Issues:
Motion (11-08-17n) Moved by Ted Haugen, seconded by Larry Lanoue to send Murray County and invoice for the amount of $8,500.00 for the grinder placed at East Lake Sarah Park.  Motion carried unanimously.

Original easements have been given to the County to keep on file.  There are two complaints, if Sewer District looks into this, are we accepting liability?  Give the homeowner density tests done by the grinder to show the compaction was sufficient.  There are several properties with delayed connections.  County will send letters to make sure they have current certificate of compliance. 

Lars Johansson – Talked about motion (08-05-12j) and also passed out a copy of Amendments.  Does not feel it was right to make a motion for something that happened after the meeting.  Tom and Ted did not feel it limited Lars’ free speech. 

Next meeting date is December 11, 2008 at 3 p.m.
