| Regular Meeting of the Shetek Area Water and Sewer CommissionApril 9, 2007 Chairman Dean Salmon called the meeting to order at 4:05 p.m. Members in Attendance: Dean Salmon, Jon Hoyme, Ted Haugen, Dave Marks, Jon Harback, Lars Johansson, and Tim Alcorn. Members Absent: Nancy Snedeker and Tom Gervais. Support and Advisory Staff: Bill Sauer, Kevin Vickerman, and Chris Hansen. Also in Attendance: Del Vulcan from Bolten & Menk, Chuck Pettipiece from Pettipiece & Associates, Jeff Carlson, Jeff Barstad, Lou Rechtzigel, and Denny Johnson. Ã Motion (07-04-09a) Moved by Ted Haugen, seconded by Jon Hoyme to approve the agenda as amended. Motion carried unanimously. Treasurerâs Report There is one invoice from Pettipiece & Associates from the last meeting for $2,038.50. Ã Motion (07-04-09b) Moved by Jon Hoyme, seconded by Ted Haugen to pay Pettipiece & Associates for the invoice amounting to $2,038.50. Motion carried unanimously. Ã Motion (07-04-09c) Moved by Jon Hoyme, seconded by Ted Haugen to pay Murray County News for the invoice amounting to $36.30. Motion carried unanimously. Ã Motion (07-04-09d) Moved by Jon Hoyme, seconded by Ted Haugen to pay McDonald, Gudmestad, & Schramel for the invoice amounting to $262.50. Motion carried unanimously. Ã Motion (07-04-09e) Moved by Jon Hoyme, seconded by Ted Haugen to approve the pay request #11 from Duininck Brothers Construction for the amount of $214,323.93. Motion carried unanimously. Please give Chris a list of all special meetings attended during the first quarter so that per diems can be paid out for the 1st quarter of 2007. Chuck Pettipiece Rate Ordinance Discussion:The SAC and connection fee should be put into one charge to make it simpler. When new lots are subdivided or split, the Commission needs to know so the lots can be assessed. Fixed monthly charges need to be approved for the period prior to getting the meters running. A fixed dollar amount was figured using 2,500 gallons per month for a residential home. This was roughly equivalent to a charge of $30.00 per month. This will be put in the newsletter. Ã Motion (07-04-09f) Moved by Ted Haugen, seconded by Jon Hoyme to approve a $30.00 charge for unmetered flow for a residential home and a higher amount for larger pump sizes. Motion carried unanimously. Engineerâs Report The engineerâs construction report was passed out. When the electrician was on site, there have been several homes without electrical service to the outside of the home. This was told to be done by January 1st of this year, this is now causing delays. It was discussed whether or not to landscape around the generators for a landscaped look. It was also discussed if a building could be built around the generators. The meeting with the City of Currie went well. Currie is looking at doing the snow plowing. They are looking also at the amount of time that will be spent on the Districtâs ponds. Sewer work being done by the property owner needs to be done shortly as if it is not, it will cause delays. The ponds final walk through inspection will be on April 24th. Fifteen letters have been sent out to interested parties on the operation and maintenance on the system. Jon, Ted, Dean, Jerry Taylor, Jim Jens, and Del looked at the pond contract, the next meeting is on May 17th. Discussion about shrubbery around generators. Discussion about moving the generator on Valhalla Drive lift station. There has already been $17,000 spent on moving the equipment. The landowner was concerned that the generator was moved after the improvement hearing and would like to have the generator moved 30 feet north of the lift station. The landowner would like to square off the site corner and have an easement for the placement of the generator. Ted and Jon will meet with Jeff Barstad to come up with a solution to this situation. An individual from the public asked that the main line running up Valhalla Drive be placed behind the commercial lots on the south side of the road. Chuck Pettipiece recommended monthly rate Bâ for non residential users. The ordinances need to be updated to allow conditional uses.
