The Meeting was called to order by Corny Smit and it was stated that all questions and comments would be answered at the end of the meeting. One correction to the minutes â change the next meeting date from May to June.
→ Motion (03-06-03a) Motion to approve the minutes was made by Dean McDaniel, seconded by John McClure. All members voted in support of the motion. There were no current invoices. The budget stands as read. The sample of the rural water survey was handed out. Dean McDaniel thought it would be a good idea to add in a check mark for if you are currently hooked to rural water. Keith had talked with Dominic Jones, they had stated they would pay for half of the survey in order to receive the information. Dean had also talked with Lincoln-Pipestone Rural Water and they had stated they werenât interested in coming over to the lakes area. $8,500 to $10,000 will be revised on the survey. A statement will be added that it could go on the real estate taxes for 29 years. Currie was asked about their water supply and they stated that it could be a possibility that they would have enough water to supply part of the lakes.
Postcards pertaining to the rural water survey will be sent out with the Public Information Meeting Notice. The notice will be sent out within two weeks.
→ Motion (03-06-03b) Motion to approve the purchase of postcards and pre-stamped envelopes was made by Dave Van Meveren, seconded by Dean McDaniel. All members voted in support of the motion. Corny, Dennis Brech, Roger DeKam, Loren Richardson, several individuals from the DNR, and Chris and Karen met to discuss the running of a sewer and possibly a water line across the State Park. The permit for the application needs to be submitted by a governmental entity. This permit would be for 25 or 50 years. An archeological study would need to be done in the area that the pipes would run through. If the lines do not destroy any archeological artifacts, then there should not be a problem running the lines across the State Park. The Water & Sewer District would hold the license, after it expires there should not be a problem to renew it. The license fees are going up July 1, 2003. The restoration of the area would be preferable for the State Park to complete to their specifications. It would be necessary to have some type of a water ordinance in place before the water lines go in if bonding funds would be used for the project. The Ordinances changes were read with no further changes.
→ Motion (03-06-03c) Motion to approve the Shetek Area Water and Sewer District Ordinances was made by LeRoy Biren, seconded by Keith Johnson. Those in favor of the motion: Corny Smit, Delores Sell, Dave VanMeveren, LeRoy Biren, Keith Johnson, and John McClure. Those opposed: Dean McDaniel. Motion carried. The Ordinances will be posted for 30 days starting July 3rd, after the 30 days they become law.
→ Motion (03-06-03d) Motion to post the ordinances for 60 days before they become law was made by Dean McDaniel, seconded by Dave VanMeveren. The motion was rescinded.
→ Motion (03-06-03e) Motion to post the ordinances on July 3rd for 30 days before they become law was made by Dean McDaniel, seconded by Dave VanMeveren. All members voted in support of the motion. Next meeting date is July 8th 3 p.m. in the Government Center Meeting Room B.
→ Motion (03-06-03f) Motion to hold the Public Informational Meeting on July 12th, 10a.m. was made by Dean McDaniel, seconded by LeRoy Biren. All members voted in support of the motion. The meeting was adjourned.
