| Shetek Area Water and Sewer CommissionMinutes from the July 8, 2003 Meeting Present: LeRoy Biren, Dean Salmon, Keith Johnson, Dave VanMeveren, Dean Mc Daniel, John McClure Support Staff Present: Karen Onken, Chris Hansen, Chuck Schwartz â Bonestroo & Associates Others Present: Lyle Onken, Jack Von Bokern, Mrs. Rongstad, Kevin Anderson The Meeting was called to order by John McClure. There was a discussion on the vacancies on the board. There are currently two permanent and two seasonal positions available on the board. → Motion (03-07-08a) Motion to recommend Ted Haugen as a permanent member was made by Dean McDaniel, seconded by Keith Johnson. All members voted in support of the motion. The budget stands as read. MCIT had a good year so far and is sending back a refund of $332.00. There is one invoice from Bonestroo & Associates for $96.00. There was no quorum so the motion could not be placed. Several of the rural water surveys have come back as of to date. 49% already have or are interested in it and 51% are not interested. Chuck discussed the WIF funding for the 2002 Project Priority List. Milan Thoreson with the Public Facilities Authority state the funding will most likely reach our project. Chuck stated that the Shetek Area Water & Sewer District would be eligible for a $7.3 million dollar zero interest loan. The loan would be paid back after year 20. The Water & Sewer Commission will need to draft a resolution and have it sent in by August 15th stating to move forward or not. The proposed centralized project would be the only project that would be funded through WIF. John McClure stated that the people were not that interested if no funding was available but if it were, they would be interested. People are beginning to realize that clusters are not as cost effective as originally planned. In the past, the County Commissioners wanted the surveys done. Rosalee Rongstad approached the Board and informed them on the cluster system they are proposing on Ericksonâs Subdivision which would include eight homes. It is located between Shetek and Armstrong Bay. Chuck stated that in 2002 $40 million was proposed for WIF funding, that was vetoed by the Governor. This year $15 million was put into WIF for the 2002 Project priority List. Our project was number 30 on the list, Some Farm Bill funding took care of several higher ranked projects on the list. → Resolution (03-07-08b) Motion to adopt a resolution to move forward with the Wastewater Infrastructure Fund studies was made by Dean Salmon, seconded by Keith Johnson. Discussion was to keep track of all costs for the cluster systems. Dean McDaniel wondered if there was a motion to not pursue funding anymore. Chris found the old minutes from the October 8th meeting that stated that the Water & Sewer Commission will pursue funding if it becomes available. Those in favor of the motion: LeRoy Biren, Dean Salmon, Keith Johnson, Dave VanMeveren, Dean McDaniel, John McClure. Those opposed: NoneMotion carried. The plans and specifications canât be drawn up by October 2003, but the deadline may be able to be pushed back, if we could work with the politicians. No more surveys need to be done to move forward with the plans and specs. → Motion (03-07-08c) Motion to approve the minutes was made by Dean McDaniel, seconded by LeRoy Biren. All members voted in support of the motion. → Motion (03-07-08d) Motion to approve payment of $96.00 to Bonestroo & Associates was made by Dean McDaniel, seconded by Dean Salmon. All members voted in support of the motion. We will be having our Public Informational Meeting at 10 a.m. at the Bible Camp. The question came up if the centralized sewer went in if the ordinances would be revised, they would have to be revised to some extent. At the Public Informational Meeting a time limit will be given of 2 minutes with one question per time. The next scheduled meeting will be for August 5, at 3 p.m. → Motion (03-07-08e) Motion to adjourn meeting was made by Dean McDaniel, seconded by Keith Johnson.
